Effort AdministratorTM Implementation
Effort AdministratorTM is designed to operate with three types of data sources: payroll data, time sheets, and salary distribution records. Depending on the needs of an institution, Effort AdministratorTM can be configured to operate by combination of three methods: electronic payroll imports, a time sheet data entry system, or salary distributions. Salary distributions can be either imported from the institutions human resources system or maintained by manual data entry.
Electronic Payroll Imports
The electronic payroll import configuration imports payroll transactions from the institutions payroll system into Effort AdministratorTM with an import process that is customized for each installation. This process imports data by pay period and uses it to calculate percent effort from computed percent of salary. Cost sharing data is also calculated and distributed to the correct funding sources. The cost sharing distribution algorithm can be configured two ways. In cases where the institutions payroll records identify cost shared payroll distributions, the cost shared records are imported “as is.” Otherwise, cost shared allocation percentage information stored in a user maintained cost share table is used to create cost shared effort records.
Imported effort data is then reviewed, (and in some cases modified) and then approved via a multi-level effort certification and approval process. After completing the certification process, certified effort statements are generated from this data.
Timesheet Data Entry
The time sheet data entry configuration allows employees to record time records directly into Effort AdministratorTM. The Effort AdministratorTM data entry system allows employees to enter time records by project or for time spent on administrative functions, leave, etc. Time may be recorded as a percentage or in fractions of hours. Time sheets can be copied from previous time periods and then modified to ease the data entry process. A multi-level time sheet approval process validates time sheets and applies cost sharing allocations if needed. Cost shared allocation percentages are based on information stored in a user maintained cost share table.
Multiple timesheets may be combined for a certification period. And, data entry functions allow for the copying of previously entered timesheets to help ease the data entry process. The resulting data is used for generating certified time sheets, certified effort reports, and may be exported to feed other systems.
Salary Distributions
The salary distribution configuration uses employee funding profiles or salary distribution records as the basis for generating time and effort certification statements. Employee salary distribution records may be either imported from the institutions human resources system or maintained by manual data entry. Salary distribution display and data entry screens track both percentage of salary and percentage of time. Salary distributions are maintained for sponsored projects, cost shared funds, and other institutional funds. Start and end dates are used when sources end or changes are made within a certification period. The resulting data is used to generate certification statements.
