Mitigating the risk of misuse of funds by grantees.
We were intrigued when we came upon an article in “The Scientist” entitled “Improving Federal Oversight of HHS Grantees.”
The article shares details of a US Department of Health and Human Services (HHS) study, in which the agency considers ways to mitigate the risk of poor performance or misuse of funds by grantees.
The HHS study looked at how grant-awarding agencies share information with each other about grantees and potential grantees to assess and mitigate risks of poor performance or misuse of grant funds. As the largest grant making agency in the Federal Government, HHS is committed to increasing accountability and transparency. This study is part of that commitment.
HHS found that its awarding agencies lack a systematic method of sharing information about grantee risks. Grant officials in the awarding agencies reviewed would like to receive more detailed risk-related information from other awarding agencies.
As such, the study recommends use of an integrated department-wide database that contains adverse information on grantees’ past performance as well as audit information.
Which university has the highest R&D funding?
With so many college rankings and ratings, we were interested to see a website that lists out those institutions with the highest university research and development funding. The list is aggregated by “Best Colleges” here.
Johns Hopkins leads all U.S. colleges and universities for research and development by a landslide, outpacing second-place University of Michigan-Ann Arbor by nearly $800 million in annual expenditure. University of Wisconsin-Madison ranked third. University of Washington – Seattle and University of California – San Diego round out the top five universities with the highest R&D funding.
This list is useful for students with an interest in academic research, as it outlines the leading colleges and universities that provide the best opportunities for a research-specific career path. This ranking informs readers about not only the top schools for research investment, but also the schools that contribute the most funding to research in specific fields.

The White House is inviting the nation’s colleges and universities to share their ideas and suggestions on how to improve the efficiency of the Federal contracts, grants, and other award programs in which they participate.

The goal is to help the federal government understand compliance burdens facing colleges and universities with Federal contracts and grant awards. Input is also needed to find ways to standardize data, eliminate unnecessary duplication, and reduce compliance costs.
University management of Federal contracts, grants, and other awards requires several layers of reporting to multiple agencies, and the costs of unnecessary duplication within and across colleges and universities can be substantial. Feedback is needed to uncover duplication and inefficiency, which results from a lack of clear compliance standards.
